Level 04 | FOR SITES FACING PROTEST

Protest Management Training Courses

Level 4 of the Stand2 training framework is protest management training, for organisations whose sites, services or operations may be affected by protest activity.

Staff learn to stay safe, communicate professionally with protesters and the public, and keep operations running, while remaining neutral throughout.

•01Training Overview

Level 4 is a specialist pathway, for organisations where protest activity could affect staff, services or sites.

Unlike Levels 1 to 3, Level 4 isn’t based on the risk posed by one person. It’s built around the particular challenges of protest: groups, changing crowd dynamics, media attention and the need to stay neutral. Staff learn to recognise protest-related behaviour, understand how group situations can change, communicate with protesters and members of the public, and make proportionate decisions under pressure.

It’s often chosen by organisations responsible for infrastructure, transport, universities, local services and operational sites. It supports a consistent approach across teams, helping staff understand their responsibilities and work safely alongside colleagues and partner agencies.

This page gives an overview of Level 4 and its two courses, so you can choose the right one for your team. Level 4 is not public-order or enforcement training. It focuses on staff safety, communication and operational continuity.

•04OUR APPROACH TO TRAINING

Our protest management training combines practical communication exercises, situational awareness activities and structured decision-making with realistic protest-related scenarios.

The approach promotes ethical, neutral and defensible responses, so staff can operate professionally in line with your policies and legal responsibilities. On the two-day course, supervised practical exercises reinforce safe positioning and coordinated team responses.

Every course is tailored following a Training Needs Analysis, so the scenarios reflect your site, your workforce and the protest-related risks you’re likely to face.

Can’t find what you’re looking for? Get in touch and we will answer any questions you may have!

What is protest management training?
Protest management training prepares staff to stay safe, communicate professionally and keep operations running when protest activity affects their workplace. It covers situational awareness, crowd dynamics, de-escalation, neutrality and proportionate decision-making.
Is this public-order or enforcement training?
No. The programme focuses on staff safety, communication, situational awareness and professional decision-making. It does not include public-order tactics, enforcement powers or policing techniques.
Which course is right for us, one day or two?
The one-day Managing Protests Safely course suits organisations that need awareness, communication and safety-focused training. The two-day Advanced Protest Management course is for teams who may benefit from practical safety skills to support movement, positioning and coordinated responses.
Does the programme include any physical skills?
The one-day course is entirely non-physical. The two-day course introduces low-risk, non-harmful practical skills that support safer positioning, movement and team coordination. No pain-based, force-focused or enforcement-style techniques are taught.
Do staff need to complete other levels first?
No. Level 4 is a standalone programme and includes all the safety foundations staff need.
How does Level 4 relate to the other levels?
Levels 1 to 3 are based on the level of risk from individual conflict. Level 4 is a separate pathway for protest activity, so you can choose it on its own or alongside another level.
Can the training be tailored to our site and protest risks?
Yes. Every programme is adapted following a Training Needs Analysis to reflect your environment, operational responsibilities and likely protest-related risks.
Is the content medically and legally reviewed?
Yes. All Stand2 programmes are independently medically reviewed and aligned with legal, ethical and sector-specific guidance.
How do you keep staff safe during training?
Training uses trauma-informed practice, clear consent and risk-assessed activities. Practical elements on the two-day course are closely supervised by experienced trainers.
