HM Prison and Probation Service (HMPPS) is responsible for managing offenders in custody and within the community, helping to protect the public and reduce reoffending. Probation Practitioners and Unpaid Work Supervisors operate in complex, often unpredictable environments, supporting individuals with a wide range of needs while balancing risk, rehabilitation and public safety responsibilities.
Probation staff regularly work in situations where tensions can escalate quickly. Many employees work independently, managing individuals who may display challenging, resistant or emotionally charged behaviours. Over time, incidents involving verbal aggression, non-compliance and conflict had become increasingly common, contributing to operational pressures, workplace stress and safety concerns.
While conflict resolution training was available, much of it was generic and failed to reflect the realities of probation work. The organisation needed a solution that went beyond theory, providing practical skills and strategies that could be applied confidently in frontline probation settings, including lone-working and community supervision environments.
Stand2 was selected to design and deliver a bespoke Conflict Management and Personal Safety programme tailored specifically to the needs of Probation Practitioners and Unpaid Work Supervisors.
Drawing on our experience delivering training across healthcare, emergency services, local government and other high-risk public-facing sectors, we developed a programme rooted in the operational realities of probation work. The training focused on managing conflict and non-compliance, setting professional boundaries, dynamic risk assessment, lone-working awareness and safe decision-making under pressure.
Using realistic, scenario-based learning, participants were able to practise communication and de-escalation techniques in situations directly relevant to their role. Training was delivered consistently across teams nationally, helping to establish a shared approach to conflict management and personal safety.
The programme received overwhelmingly positive feedback across all probation areas. Participants reported increased confidence when managing challenging interactions, stronger communication skills and a greater ability to assess and respond to risk effectively.
Managers observed improvements in staff resilience, consistency and professional decision-making, particularly when dealing with conflict in community settings. The training helped create a more confident workforce, better equipped to manage difficult situations safely while supporting organisational objectives around staff wellbeing, risk management and service delivery.
