Transport for West Midlands
The Challenge
Transport for West Midlands (TfWM) oversees the region’s public transport network, including the West Midlands Metro, regional bus services, park-and-ride sites, and a Key Route Network of 23 strategic roads. Enforcement officers operate across a complex, high-pressure environment, engaging daily with the public during fare inspections, incident responses, service disruptions, and safety enforcement. As regional transport usage grows and investment exceeds £5 billion, officers increasingly face heightened emotions, non-compliance, and situations that can escalate rapidly across crowded interchanges and multi-modal settings. TfWM required an accredited training programme that would enhance officer capability and safety across the entire network.

What Training Was Delivered
Stand2 delivered the Advanced Conflict Management & Physical Intervention programme. The training covered advanced behavioural awareness, threat recognition, high-level de-escalation, safe and legally compliant physical intervention, and dynamic risk assessment. Scenario-based exercises reflected real incidents across Metro, bus, and interchange operations, enabling officers to practice decision-making under pressure and refine operational responses to resistance, aggression, and non-compliance.
Outcomes & Impact
Officers reported improved confidence, situational awareness, and professionalism across the network. The training has directly contributed to TfWM’s strategic objective of creating a safer, more reliable transport system, enhancing public confidence while supporting the region’s long-term growth and infrastructure ambitions.
