What Is Classed as Anti-Social Behaviour in Housing?

UK law defines it broadly: behaviour that causes, or is likely to cause, harassment, alarm or distress to people not living in the same household.

In practice that covers a wide range - persistent noise nuisance, verbal abuse or threats towards neighbours or staff, criminal or nuisance behaviour in communal areas, and harassment or intimidation connected to someone's protected characteristics.

For housing and local authority staff, this definition matters for two reasons: it's the legal basis for formal action against a tenant, and it's also the threshold that determines when staff themselves are dealing with something more serious than an awkward conversation - a distinction that shapes how a situation should be handled and by whom.
