Can You Physically Stop a Shoplifter in the UK?

a conflict between an angry man and a shop worker

Yes, but only within the same limits that apply to any member of the public - retail staff and security guards don't get special legal powers just because of their role. Under Section 24A of the Police and Criminal Evidence Act 1984, a citizen's arrest lets anyone detain a suspected shoplifter, but only to prevent injury, prevent loss or damage to property, or stop them getting away before police arrive - confirmed in the Security Industry Authority's own published guidance.

Any intervention has to use force that is necessary and proportionate. Go beyond that and the person doing the stopping can end up liable, whether for assault or unlawful detention - locking doors to trap someone inside can cross into false imprisonment. Many confrontations never need to get that far: staff trained in managing challenging behaviour can often calm the situation before anyone has to decide whether to step in physically.

Because the legal line is narrow, most retailers set out exactly what staff should and shouldn't do in a written policy, backed by proportionate physical intervention training, the kind Stand2 delivers to retail and leisure teams.

For Retail & Security Staff

Necessary and Proportionate, Not Guesswork

Go beyond what's necessary and proportionate, and the person doing the stopping is the one who ends up liable. Our physical intervention training gives staff the legal clarity and the physical skills to stay on the right side of that line.
