Home visits serve a few distinct purposes depending on context: routine tenancy checks to confirm a property's being looked after and lived in as agreed, welfare visits where there's concern about a tenant's wellbeing, investigating reported anti-social behaviour or tenancy breaches, and supporting vulnerable tenants who need more hands-on contact than a phone call or letter can provide.

It's worth being upfront with tenants about this: a visit isn't usually a "gotcha" exercise, and most housing associations are required to give reasonable notice except in genuine emergency or safeguarding situations.
