Why Do Supermarkets Not Stop Shoplifters?

It's usually a deliberate policy decision, not a lack of concern.

Most large retailers instruct staff and security guards to observe, record, and report rather than physically intervene, because the legal position is narrow and the financial and reputational risk of getting a physical intervention wrong - an injury claim, an assault allegation, a viral video - often outweighs the value of the goods involved.

Insurance is a factor too. Many retail insurance policies are written around a non-confrontation approach, and a staff member who intervenes outside agreed policy can leave both themselves and the business exposed if something goes wrong. Legally, security operatives have no special powers beyond any other citizen, so the same necessary and proportionate test applies whether it's a guard or a shopper stepping in. In practice that pushes the work back onto the verbal side - how to deal with rude customers in retail without escalating the situation, rather than whether to physically stop them.
