Can a Shop Worker Refuse to Serve a Customer?

Yes. Under UK law there is no legal requirement to serve every customer unconditionally - staff and businesses can refuse service, provided the reason is genuine and not based on a protected characteristic under the Equality Act 2010, such as age, disability, race, or sex. Disruptive, aggressive, or threatening behaviour is a recognised, legitimate reason to refuse service - it's not something staff have to simply tolerate.

In practice, most organisations set this out as an unacceptable-behaviour policy rather than leaving it to individual judgement in the moment - GOV.UK publishes its own version of exactly this kind of policy. Having something written down gives staff a clear, defensible standard to point to, rather than making a judgement call alone under pressure.
